Mass demonstrations have taken place in several Spanish cities, denouncing official Moroccan statements concerning the cities of Ceuta and Melilla.
Among the most prominent statements were those made by Moroccan Justice Minister Abdellatif Ouahbi, who stated in August 2026 that, according to Morocco’s position, Ceuta and Melilla represent a “historical and geographical right” of Morocco. He also called for the establishment of a mechanism or committee for dialogue with Spain on the future of the two cities, ultimately leading to what he described as their “return to the homeland.”
The statements triggered an immediate Spanish reaction. The Spanish Ministry of Foreign Affairs categorically rejected any Moroccan position challenging the status of Ceuta and Melilla, stressing that the two cities are Spanish cities and form part of Spain’s sovereignty and territorial integrity. Madrid also considers them part of the territory of the European Union.
The tensions were not limited to the Foreign Ministry. Spanish Defence Minister Margarita Robles had previously stressed that the two cities are “fully Spanish” and that any threat to them would be regarded as a threat to Spain.
Madrid Raises the Stakes
Against the backdrop of these statements, Spanish diplomacy moved directly to address the issue. Official sources confirmed that Madrid conveyed to Rabat its categorical rejection of Moroccan claims. Spanish Foreign Minister José Manuel Albares also visited Ceuta on August 11, reiterating the Spanish government’s commitment to Spain’s sovereignty and territorial integrity, as well as its support for Ceuta and Melilla.
The developments came at an especially sensitive moment, following the irregular migration crisis in Ceuta at the end of July, when tens of thousands of migrants crossed from the Moroccan side into the city, further increasing the sensitivity surrounding the two cities in relations between Madrid and Rabat.
